§ Mr. Lawrenceasked the Lord Privy Seal whether he intends to ensure that the question of human rights in general, and in the Soviet Union in particular, will be on the agenda for the forthcoming Madrid conference.
§ Mr. BlakerThe first priority of the Madrid meeting will be to review the implementation of all aspects of the Helsinki Final Act and particular attention will be given to those of its provisions which have been most blatantly disregarded. The failure of the Soviet Union and certain other Governments to respect human rights and fundamental freedoms will figure prominently in this review.
