on the basis of reciprocity and full equality of rightsin the joint Anglo-Spanish statement means that all Spaniards will have the right to enter, work in or reside in Gibraltar ; and if not, what it signifies.

both Governments have agreed that future co-operation should be on the basis of reciprocity and full equality of rights".Once negotiations start and direct communications are restored, the detailed steps for implementing this undertaking will be worked out with the Spanish authorities.
