asked the Lord Privy Seal what preparations referred to in the Anglo-Spanish statement on Gibraltar and due to be completed on 1 June have, in fact, been completed.

On the British side, by 1 June all the practical preparations for the start of negotiations and the restoration of direct communications between Gibraltar and Spain were completed. I am confident that the Spanish preparations will be completed soon.

asked the Lord Privy Seal whether the phrase on the basis of reciprocity and full equality of rights in the joint Anglo-Spanish statement means that all Spaniards will have the right to enter, work in or reside in Gibraltar ; and if not, what it signifies.

The agreement states thatboth Governments have agreed that future co-operation should be on the basis of reciprocity and full equality of rights". Once negotiations start and direct communications are restored, the detailed steps for implementing this undertaking will be worked out with the Spanish authorities.
