§ Mr. Nicholas Wintertonasked the Secretary of State for Employment, in view of the haphazard and uncertain fashion in which grants paid to youngsters wanting to train for a skill are at present funded partly by taxes, partly by rates and partly by the industry through a levy, if he will take steps to alter the present system.
