§ Mr. PrenticeWe have received a number of representations on this subject and our replies have indicated that, because of the great pressure on the financial resources available to them, local authorities are having to look closely at their priorities and to seek economies. I have asked authorities to bear in mind the importance of giving as much protection as possible to the most vulnerable groups. In general, however, we regard local authorities themselves as best placed to determine their own expenditure priorities and levels of charging.
