asked the Secretary of State for Social Services what is the latest figure for the amount of investment per head of population in the National Health Service (a) for the United Kingdom (b) for the West Midland region, (c) for the Southern region and (d) for the Sandwell area health authority.

Capital and revenue expenditure per head of population in the National Health Service in 1978–79 was as follows :

  1. (a) for the United Kingdom—£138
  2. (b) for the West Midlands regional health authority—£118
  3. (c) for the southern regions—£138
  4. (d) for the Sandwell Area health authority—£84

NOTES

  1. 1. The two southern standard regions include North-West Thames, North-East Thames, South-East Thames, South-West Thames, Wessex, South-Western and Oxford regional health authority areas excluding Northamptonshire.
  2. 2. The national and southern region figures are affected by the payment of London weighting allowance to some staff and by the incidence of additional expenditure in the provision of facilities for the clinical teaching of medical and dental students, which also applies to the figure for the West Midlands regional health authority in so far as it includes expenditure of Birmingham area health authority 335 (T). The United Kingdom figure includes the expenditure of the 12 preserved boards of governors of postgraduate teaching hospitals in London.
  3. 3. The population figures used are the mid-1978 estimates of resident populations unadjusted for differences in the morbidity and age/sex structures of the relevant populations.
  4. 4. No account has been taken in the calculations of regional and area health authority ratios of the provision of services to patients resident in other areas, or by authorities outside the areas concerned to patients resident in these areas.
  5. 5. The figure for the Sandwell area health authority includes the cost of services provided by the West Midlands regional health authority for example ambulance, blood transfusion, mass miniature radiography services and so on. The cost of these services amounts to £3 per head of population.
