§ Sir Ian GilmourUnder the Lisbon agreement of 10 April, the aim was to complete not later than 1 June the practical preparations for the re-establishment of direct communications between Gibraltar and Spain and for the opening 319W of negotiations. Although this timing proved impracticable both Governments continue to work for implementation of the agreement as soon as possible.
