§ Mr. FowlerI am publishing today my roads White Paper "Policy For Roads: England 1980", Cmnd. 7908. It sets out our policy for the trunk road system in England and the results of our review of the road programme. We are stabilising expenditure on roads at the level inherited from the last Government. We plan to complete most of the major industrial routes by the mid 1980s. We are also putting more emphasis on building bypasses to take heavy through traffic away from towns and villages. Finally, we intend to ensure that our roads are adequately maintained to preserve the investment we have already made.
