§ Lord CARRINGTONThere have been 74 representations so far, including that from yourself, all in support of this project. I would have wished to give you Her Majesty's Government's final decision, but I cannot yet do so. I assure you that a conclusion will be reached as soon as possible. I am sorry that the delay has occurred but we have had to review a wide range of commitments in relation to the money available for the aid programme.
