asked Her Majesty's Government:

Whether they will consider acting through the United Kingdom representative at the United Nations seeking a resolution that any member in arrears with its subscription for more than nine months should, until the arrears are paid, forfeit any right to exercise a veto.

Lord CARRINGTON

No. A General Assembly resolution would not override the United Nations Charter, which contains no provisions concerning forfeiture of the veto.
