asked the Secretary of State for Education and Science how many unattached special education units have been established in England; and how many have more than 25 children on roll.

asked the Secretary of State for Education and Science if he intends to include in the proposed legis- lation on special education in England and Wales a requirement that special education units with more than 25 children on roll should be designated as schools; and if he will make a statement.

Dr. Boyson

My right hon. and learned Friend does not consider that the organisation of special education units is an appropriate matter for legislation. He will, however, in due course consider whether central guidance might usefully be given on this subject in the light of new legislation.
