Mr. Kinnock

asked the Secretary of State for Education and Science what effect there would be on the Government's policy of reducing public expenditure if he extended home-student status for purposes of higher education fees to students coming from Gibraltar, Malta and Cyprus.

From I September 1980 students from Gibraltar which, as a dependent European territory of the United Kingdom, is regarded as a part of the European Economic Community will be liable only for the home rates of tuition fee. To extend this concession to Malta and Cyprus would reduce the proposed expenditure savings by nearly £1 million in the financial year 1980–81, rising to about £2.5 million by 1983–84.
