Mr. Latham

asked the Secretary of State for the Environment whether the chief inspector of public audit of his Department intends to investigate any local authority which accepts for the purposes of fluctuation on building contracts the rates of pay fixed by the Building and Allied Trades Joint Industrial Council, in view of the fact that these rates differ from those promulgated by the recognised organisation for determining wages and conditions in the building industry.

asked the Secretary of State for the Environment whether architects working for the Property Services Agency will accept for the purposes of interim certificates under GC/WKS/1 fluctuations which reflect the new rate of wages promulgated by the National Joint Council for the Building Industry on 12 May; and, if so, whether they will also accept for the purposes of certification the different rates fixed by the Building and Allied Trades Joint Industrial Council.

Variation of price adjustments under GC/Works/1 are calculated on the basis of the movement in the monthly indices published by the PSA on behalf of the working group on indices for building contracts. These indices currently take account of wage rates promulgated by the National Joint Council for the Building Industry but the working group is considering whether they should also reflect those promulgated by the Building and Allied Trades Joint Industrial Council.
