asked the Secretary of State for Energy whether, in the interests of fuel economy, he will arrange for the miles per gallon figures, which are required to be published in car advertisements, to include miles per gallon results when using low viscosity lubricants.

I see no justification for altering the present arrangements of the official fuel consumption testing scheme for passenger cars in the way my hon. Friend suggests. The scheme requires that tests are carried out using a lubricant normally recommended by the manu- facturer for use in the vehicle and hence testing can at present be carried out using a low viscosity oil if so recommended. The course my hon. Friend proposes would unnecessarily burden manufacturers with a requirement for additional testing using low viscosity oils over and above the testing which they are at present obliged to carry out.
