§ Mr. Kenneth ClarkeI am satisfied that traffic studies made by the Department in collaboration with Essex county council were adequate. A study was completed before a decision was taken on each of the three successive applications for planning permission for a supermarket development on the site. The planning decision was taken by Castle Point district council and consultation upon it was a matter for it.
