asked the Secretary of State for the Home Department whether he is satisfied with the present television licensing arrangements.

Mr. Whitelaw

I am satisfied that the television licence fee is the best method of financing the BBC. I have, however, asked the working party on the administration of the broadcast receiving licence system, on which the Home Office, the Post Office and the BBC are represented, to consider again methods of payment of the licence fee and whether the base of the licensing system might be expanded.
