Mr. Foulkes

asked the Lord Privy Seal whether Her Majesty's Government are in favour of implementing a Council of Europe technical co-operation programme for the benefit of less developed European countries, fitted to the Council's specific competence and capabilities, as suggested in Council of Europe recommendation 861.

Her Majesty's Government are not in favour of such a programme being conducted under the auspices of the Council of Europe. There is already a technical co-operation programme in the OECD. Some of the countries concerned receive bilateral aid from this country and financial help is also available from institutions within the European Community.
