asked the Secretary of State for Social Services what is his estimate of the reduction of expenditure by local authorities on services for disabled people in 1980–81 as a result of Government policy not to give priority to the personal social services.

Information on local authority budgets for 1980–81 is not available centrally in sufficient detail to enable an estimate to be made of the likely expenditure on services for the disabled. However, those budgets, which authorities have been asked to revise downwards to bring the total in line with the Government's overall target, gave a higher priority to personal social services as a whole than that tentatively suggested in the Government's expenditure plans.
