§ Mr. WhitelawI very much regret Paul Lehair's tragic death at the hands of his cellmate. I called for a full report, which I have now studied with great care. I am satisfied that it could not338W reasonably have been foreseen that his cellmate would behave as he did, and that it was reasonable to decide that the two inmates should share a cell.
