§ Mr. Kenneth ClarkeBefore the formal start of the action study which was announced on 9 June, we consulted the main national organisations concerned. We are consulting them, and individual county councils, on the action study. In addition, officials have visited all sub-units, meeting sub-unit staff, their union representatives and county council officials and I have asked them to give full reports to me of their discussions.
