The figures shown above for total payment include both sums advanced in payment of grant for 1979–80 and adjustments to payments made in previous years which were revised in the light of subsequent information. Details of the sums advanced solely for grant for 1979– 80 are given above in brackets. In two cases the adjustment to payments in previous years led to a recovery of grant from the local authorities concerned, which exceeded the amount advanced to them in grant for 1979– 80.

For the purpose of determining eligibility for grants under section 11 of the 1966 Act, the reference in that section to substantial numbers of immigrants from the Commonwealth is normally construed as including both persons born in another Commonwealth country who have been ordinarily resident in the United Kingdom for up to 10 years and the children of such persons—whether born in the United Kingdom or overseas. No distinction is therefore made, within these criteria, between those born here and those born overseas.

Local authorities are required to give assurances that new posts on which grant is claimed meet the appropriate criteria; chief finance officers of local authorities certify that the information forwarded in annual claims for grant is correct; and claims for grant are also examined and certified by the district audit service of the Department of the Environment.
