HC Deb 22 July 1980 vol 989 c219W
Mr. Higgins

asked the Minister of Transport if he will, as an experiment, introduce signs on the uphill section of of the M2 south of the River Medway bridge to restrict heavy vehicles' use of the right hand lane.

Mr. Kenneth Clarke

We have already considered the possibility of banning heavy vehicles from the right-hand lane on this section of the M2 motorway but have decided that it would prove impracticable because it is only a two-lane carriageway. Such a restriction would adversely affect its capacity over about a mile of its length, would cause frustration on the part of drivers of faster moving heavy vehicles, and could thus increase the risk of accidents.
