§ Mr. Fosterasked the Secretary of State for Employment if it is his policy that the two guarantees given to unemployed 16 to 19-year-olds, ensuring the offer of a place in the youth opportunities programme, will be maintained in 1981–82 and 1982–83, without any decrease in the quality of the programme, or the amount of time young people are entitled to spend in the programme.
