§ Mr. Majorasked the Secretary of State for the Environment when he proposes to introduce further legislation to give effect to the Royal Commission on common land.
§ Mr. HeseltineMy right hon. Friend the Secretary of State for Wales and I recognise the desirability of further legislation to clarify the position in relation to the public's right of access to common land and to make it easier to secure the better management of such land, but this is a complex subject and the preparation of legislation would make heavy demands on staff resources which are not currently available. We have therefore decided not to propose any legislation on this matter for at least the next two years.
