§ Mrs. Sally OppenheimThe country of origin of goods is deemed for the purposes of the Trade Descriptions Acts 1968 and 1972 to be that in which they last underwent a treatment or process resulting in a substantial change. I am not proposing any amendments to that general origin determination provision. But, should there be a doubt as to whether a treatment or process does or does not result in a substantial change, my right hon. Friend does have powers to clarify the position by an order under section 36(2) of the 1968 Act.
