§ Mr. Geoffrey FinsbergLocal authorities are free to use as much of their housing investment programme allocation as they wish on insulating their houses. My right hon. Friend has urged authorities to give priority to this work in the interests of national energy conservation and we shall continue to impress upon them the need to do so.
