§ Mr. FowlerOver the next two years virtually all relicensing work will be transferred to an increased number of post offices. This means that I will not need as many local licensing offices. By early 1982 I plan to reduce the present network from 81 to 53 and to make worthwhile staff savings in the remaining offices. About 1,000 Civil Service posts will no longer be needed. Local offices will continue to play an important role in my attack on evasion, and will retain responsibility for first registration and 295W licensing and for licensing heavy goods vehicles.
