Friend the Secretary of State received a letter dated 16 June from the president of the Manchester chamber of commerce and industry concerning the problems of manufacturing industry. My noble Friend the Minister of State sent a reply on 30 June, explaining the Government's policies. Since then, MLR has been reduced to 16 per cent.
