§ Mr. Neil MartenWe engage consultants, under our technical co-operation programme, in response to formal requests from overseas Governments. The design of access to buildings would be for the consultants to consider, in the light of the terms of reference for the assignment. A building project submitted for aid finance would be examined by my professional advisers who would take account of such special needs where appropriate in the advice they offered.
