asked the Lord Privy Seal what were the reasons why the United Kingdom abstained from supporting the Security Council resolution adopted on Friday 27 June, which condemned the South African invasion of Angola and called for the immediate withdrawal of South African forces from Angola.

The United Kingdom abstained from voting on Security Council resolution 475 because of the inclusion of certain language drawn from chapter VII of the United Nations' Charter, and above all because the adoption of the resolution would not promote early agreement on the United Nations plan for Namibian independence, the only reliable means of ending the violence. The United Kingdom representative expressed support for the main objectives of the resolution, which were South African withdrawal and respect in future for Angolan territory, and he expressed regret at the loss of life and property in Angola.
