§ Mr. HeseltineUrban programme circular 20 announced last September that594W "traditional" urban programme projects would, in future, come up for review every five years, rather than after 10 years as at present. We are discussing how this change might be phased with the local authorities and the National Council for Voluntary Organisations. A final decision must await the outcome of the current review of this programme.
