§ Sir George YoungMy right hon. Friend's policy remains that services for the mentally ill should be community-based. In the present economic climate, it will not be possible for authorities to move quickly to achieve the comprehensive range of health and social services facilities now in use in the Worcester and Kidderminster districts as a result of the Worcester development project, but most districts now have at least some elements of a locally-based service and I expect these to increase steadily.
