asked Her Majesty's Government:

What consultations have taken place, with whom and with what result, on the new system of reimbursement for financial loss by members of water authorities, proposed in paragraph 7 of Circular 100/73 issued by the Department of the Environment on 10th August 1973.

Consultations with the water authorities and the National Water Council took place in 1974, as a result of which it was decided that financial loss allowance but not attendance allowance should be payable to members of regional water authorities. This decision was endorsed in 1975 by the Oakes Committee which reviewed allowances and on which the chairman of the National Water Council was represented.
