English authorities' bids for 1978–79 and 1979–80 are contained in their HIP submissions for those years. The 1980–81 HIP submission contains information about spending in the previous three years and an estimate of spending for 1979–80. Copies of those submissions, and of the cash allocation made to individual authorities, have been placed in the Library of the House.
