§ Mr. Kenneth ClarkeThe public inquiry has only just started, and I cannot yet say when the statutory procedures are likely to be completed. No final decision on its programming has been taken pending the outcome of the current review of the trunk road programme. Subject to the statutory procedures and the availability of resources, construction could begin in 1985. The scheme has high priority within the Yorkshire and Humberside region, and seems unlikely to be significantly delayed.
