§ The SECRETARY of STATE for FOREIGN and COMMONWEALTH AFFAIRS (Lord Carrington)The full rehabilitation of the rural areas in Rhodesia, including the restoration of cattle dips and cattle dipping, cannot be achieved in the short period before independence. At present we are concentrating on restoring and maintaining the peaceful conditions necessary for rehabilitation work. Any future assistance Her Majesty's Government may be able to offer will of course be subject to negotiations with the independent Government.
