§ Mr. MayhewPreliminary results of research into the closed shop, commissioned by my Department, show that closed shop arrangements affect at least 5.2 million of the 22.2 million employees in Great Britain. I have made no estimate of the effect that our proposals for changes in the law on industrial relations might have on the number of workers affected by such arrangements.
