What progress has been made in the relaxation of censorship of letters in HM prisons; and in particular whether the forecast given by the then Minister, Viscount Colville of Culross, in answer to a Question in this House in 1972—that in women's prisons and open prisons there would shortly be no censorship and no limit to letters written—has been fulfilled.
§ Lord BELSTEADThe forecast referred to related to open prisons and the censorship of inmates' correspondence with their relatives and friends was reduced in all such establishments to minimum random checking by 1975; limits on the number of letters allowed in open prisons, if not in every case removed entirely, are generous.
