§ Mr. Thompsonasked the Secretary of State for the Environment if he is satisfied with the present system of listing buildings with regard to (a) the rights of the owners and (b) the motives of those applying to have buildings listed.
§ Mr. MonroIt is open to anyone to apply for a building to be listed. In the listing decision, only the special architectural or historic interests of the building are relevant factors. Owners' rights are safeguarded by the subsequent listed building consent procedures.
