§ Sir George YoungOn 22 October 1979 there were about 50 children in the youth treatment centres, where all the staff are professionally qualified. On the same date there were 356 secure places in community homes in England, but it is neither possible to say how many of them were occupied because records are not kept centrally nor to give the information requested about staff, who are not separately identified because they may work both in the secure unit and in the open accommodation in the home.
