§ Mr. Buchanan-SmithThe proposal to phase out production refunds to the Community starch industry is intended to bring about a saving of expenditure from the EAGGF, estimated by the EEC Commission at 131 million EUA a year from 1983 onwards. The proposed measures would result in a significant cost increase by raising the price of raw materials used in the production of starch to the full Community levels
