The thresholds for 1977–78, 1978–79 and 1979–80 include child benefit in the tax-free income of married couples where appropriate, and are, therefore, not strictly comparable with those for the earlier years. The thresholds take account of earned income relief and family allowance deduction—clawback— prices for each year since 1945 the tax-free income, personal tax allowances and since 1977 child benefit, of (a) a single person, (b) a childless couple, (c) a couple with one child aged under 11 years, (d) a couple with two children, both aged under 11 years, (e) a couple with two children, one aged under 11 years and one aged 11 to 16 years and (f) a couple with four children, two aged under 11 years and two aged 11 to 16 years.

The price index used is the general index of retail prices—all items—and the index given in table 2 of the publication "The Internal Purchasing Power of the Pound", issued by the Central Statistical Office, wih an estimate for 1945–46. The indices refer to financial years except for 1979–80, for which the October 1979 figure has been used.
