§ Mr. Neil MartenI have studied the declaration. For our part we recognise the link between economic development and the limitation of population growth, but our ability to use aid to promote the objectives of the declaration is limited by the use of constraints on our resources and the fact that many of its recommendations are essentially within the responsibility of national Governments.
