3. Mr. Edward Lyons

asked the Lord Privy Seal whether he will explain to non-European Economic Community cosignatory Governments of the Helsinki agreement the current attitude of the United Kingdom Government to their undertakings in that agreement affecting their citizens.

Mr. Hurd

I had a useful and wide-ranging exchange on CSCE topics with Foreign Ministers of the Council of Europe on 22 November. None of them raised this particular aspect with me.

12. Mr. Sproat

asked the Lord Privy Seal what latest discussions he has had with the Soviet Ambassador and ambassadors of other Warsaw Pact countries regarding breaches of the Helsinki agreement.

Mr. Hurd

The need for progress in carrying out the Helsinki Final Act has been raised by Ministers and officials on a number of recent occasions with senior representatives of the Governments concerned, including those of the Soviet Union.

14. Mr. David Atkinson

asked the Lord Privy Seal what consultations he has had in preparation for the Madrid review conference on the Helsinki Final Act 1975.

Mr. Hurd

There have been regular consultations on this subject in the Nine, NATO and the Council of Europe and bilaterally with other participating States, including the countries of Eastern Europe.
