Mr. Trotter

asked the Secretary of State for Trade who is responsible for the licensing of foreign airlines seeking to operate from Europe to Zimbabwe-Rhodesia.

Mr. Tebbit

After independence the civil aviation authorities of Rhodesia will be responsible for issuing operating permits to foreign airlines wishing to operate scheduled air services to and from Rhodesia. Until then the Department of Trade has responsibility for issuing operating permits to such airlines, but would act in close consultation with the Rhodesian authorities.
