asked the Secretary of State for Social Services what would be the saving in 1980–81 if the ceiling on national insurance contributions were abolished.

[pursuant to his reply, 21 December 1979, c. 523]: If the higher income limits for class 1 and 4 contributions were abolished, the extra revenue from social security contributions in 1980–81, including the surcharge on class 1 contributions, would be £570 million on the assumptions used in the Government Actuary's report on the 1980–81 contribution rates, Cmnd. 7771.
