asked the Lord Privy Seal if he will make a statement on the report of Her Majesty's Ambassador in Luanda on his visit to Lubango and Xangongo, following air-raids from South Africa, by Mirage jets and Impala aircraft, on 26 September, as a result of which substantial numbers of civilians and schoolchildren were killed.

At the invitation of the Angolan Government the British and French Ambassadors to Angola visited Lubango in Southern Angola on 4 October 1979. They were shown damage caused by a South African Air Force attack, which took place on 26 September 1979. Plans to take them to see damage which had been caused by a similar attack on Xangongo were cancelled for administrative reasons.

As the British representative to the United Nations made clear in his statement to the United Nations Security Council on 1 November 1979, Her Majesty's Government deplore any escalation of violence, either within Namibia or in neighbouring countries. They remain firmly committed to negotiations leading to a peaceful and early settlement of the problems of Southern Africa.
