The commission will present a set of recommendations—as distinct from a binding award—which will form a basis for negotiation in the Burnham primary and secondary committee or the Burnham further education committee, as the case may be. The Burnham committees' final recommendations will be implemented in accordance with the Remuneration of Teachers Act 1965.
