asked the Minister of Transport if he will issue a code of practice to ensure that the design of rubbish skips deposited on the highway incorporates a lighting and visibility system that is not vulnerable to vandalism and is effective.

As I said in reply to my hon. Friend on 13 February 1980 —[Vol. 978, c.723–4]—I have no reason to believe that the present arrangements for lighting skips are not effective.

asked the Minister of Transport if he will bring forward legislation to require that parties depositing skips on the highway should be compulsorily insured against third party risks.

No. Compulsory insurance is at present restricted to motor vehicles, and I see no reason for extending its scope to cover builders' skips.
