asked the Minister of Transport what is the Government's attitude to the proposed larger types of lorry; and if he will investigate the possibility of a new kind of compensatory tax to offset the damage to roads, buildings, and the environment.

Until I have received the report of the inquiry on lorries, people, and the environment, which Sir Arthur Armitage is conducting, I will not take any decision on whether the United Kingdom maximum limits on lorry weights or dimensions should be changed.

On the question of taxation, the Government's proposed restructuring of vehicle excise duty on heavy lorries will enable us to ensure that all the different classes of goods vehicles at least pay in motoring taxation for their fair share of allocated road costs.
