§ Mr. WhitelawThe award of independent local radio franchises is, under section 2 of the Independent Broadcasting Authority Act 1973, the responsibility of the Independent Broadcasting Authority. I understand that the authority always expects to see significant elements of local ownership and knowledge in the composition of independent local radio companies.
